Distribution cable with a high potential difference(usually 15-20 KV) with out enough insulator is very risky and dangerous. what a terrible work!. Unapproved connection, out of standard electrical run. dangerous and non compliance installation. For continuity test; it is fine at least for a 5 minutes.(Temporary).  Practically, it cannot be done. This is mainly because there will be heating and then cable tie will melt . Also there is no carbon even it's a lose joint.
